The current official community plans for Electoral Area H (Robson Valley-Canoe) were adopted in 2001 and 2006. It is time for an update to reflect and balance the natural environment, population growth, and housing and development needs. This review will replace the two existing plans, the Robson Valley-Canoe Downstream Official Community Plan and the Robson Valley-Canoe Upstream Official Community Plan with a single, updated plan for the whole area.
This review will also replace the existing maps for the Robson Valley-Canoe Downstream Official Community Plan and the maps for the Robson-Valley Canoe Upstream Official Community Plan [PDF/3.8MB] with a consolidated set of modern, user-friendly maps for the whole area.
About official community plans
An official community plan describes a community's long-term vision. It includes goals, objectives and policies that guide planning and land use management and addresses matters like housing, transportation, infrastructure and climate change. It must also include existing and proposed land uses, like residential, institutional and commercial, and existing and proposed public facilities like parks, schools and community centres. It must show major road, sewer and water systems will be phased and set targets for reducing greenhouse gas emissions.
The planning process
The project started in August 2026 with support from Urban Systems Ltd. There will be community engagement opportunities in Phases 2, 3 and 5 of the project.

Community engagement
Community engagement is an important part of this planning process and your input will help the Regional District Board of Directors make informed land use decisions. Audiences will include Electoral Area H residents, business owners and property owners as well as youth, community associations and local organizations representing a wide range of interests. Government agencies, community service providers and utilities will also have an opportunity to provide input.
There will be multiple opportunities to get involved, learn more and share your thoughts. The community engagement strategy is designed to capture the diverse interests, perspectives and geographies so that the resulting official community plan and recommended land uses and policies respect your community values.
First Nations are stewards of these lands since time immemorial and will be directly invited to engage in the review and provide input through meetings and other opportunities.
